Three-stage sample design: 1) stratified systematic random sample of 24 states with sampling probabilities proportional to the number of pre-service teachers expected to graduate from all eligible institutions in the state; 2) stratified systematic random sample of 119 institutions of higher education; stratified random sample of 30 pre-service teachers per sampled institution
